Steam community permanent ban!

We are active users of Steam community ask the administration perform our requirements for a community site:
1.) To enable the permanent ban in community groups.
2.) More functional forum and add the ability to completely remove the discussion.

These requirements are due to the desire to finish the flood in some groups.
